Title:
  Make discovery of KS V3 catalog smarter

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Instead of relying on configuration file to determine the KS version
  of the service catalog, the attributes  of the service catalog can be
  checked instead.

  This will make the discovery less prone to configuration error,  for
  example: identity version is configuration is set to version 3, but
  the actual token is in v2.
