  vague error message hurts more than it helps

Bug description:

  There is a generic error message with the text:
  "An error occurred. Please try again."

  This is problematic as users might actually try an activity again that
  either has no chance of success or might even be harmful.  Even adding
  "try again later" would be better than continually retrying the same
  operation.  Or pointing them to contact an administrator for help
  might be good too.
