  Create snashot when the instance in the SHUTOF status

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  http://localhost/dashboard/project/instances/ does not offer the
  "Create Snapshot" Action when the instance is in the SHUTOFF status.

  I can create a snapshot by the nova image-create command.
  My horizon packages is based on the (grizzly) 2013.1-g3 release.
