  Use timeutils for periodic task timing and testing

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  clarkb would like the periodic task tests to use timeutils instead of
  time.sleep(). This means that we need to move the underlying code to
  use timeutils as well. This bug tracks that so I don't forget.
