  bad file permissions cause dhcp agent to exit without log msg

Status in OpenStack Quantum (virtual network service):

Bug description:
  According to https://answers.launchpad.net/quantum/+question/222853 ,
  bad file permissions in /var/ can cause the dhcp-agent to exit on
  startup without providing any error indication in the logs.  This
  should be investigated, and if confirmed, fixed.
