  run_test.sh does not work after we use pbr

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  /git/quantum$ ./run_tests.sh 
  No virtual environment found...create one? (Y/n) n
  Running ` python setup.py testr --slowest --testr-args='--subunit  '`
  Traceback (most recent call last):
    File "setup.py", line 18, in <module>
      from quantum.openstack.common import setup
  ImportError: cannot import name setup

  nova has the same problem.

  I think it is time to remove the run_tests.sh.
