  nova/test needs to import osapi_v3/enabled

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Nova/test.py has a new dependency on option osapi_v3/enabled. Since
  nova/api/openstack may not have been imported by the time this option
  is used, we need to explicitly import the option at the top of the
  file.
