  xenapi: Resize down fails for windows servers

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Resize down goes into error state if it Windows instance, when using
  the XenAPI driver, and setting auto_disk_config=False for that image.

  Found in V2 of Nova Api
