  Keypair error messages not correct

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  We have code in place to provide useful error messages when an
  InvalidKeypair error is generated. Unfortunately this code isn't
  correct, so we always end up with a less useful, generic 'Keypair data
  is invalid'.

  We need to fix the `KeyPairAPI` so that it doesn't use the
  `explanation` keyword, and then we need to fix the EC2/OpenStack APIs
  to make sure they're not unnecessarily overwriting the exception error
  message.
