Title:
  Tenant Switcher missing for users

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  I upgrade from 2012.2.3 to 2012.2.4 and now regardless of user in the
  admin or memberrole I dont have a tenant switcher. I can use the
  command line to switch between tenants. I don't even know where to
  start to debug the issue. I will gladly provide anything asked of me.
