Title:
  quantum-dhcp-agent-dnsmasq-lease cannot be called and does not safely
  process arguments

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  when called from the command line quantum-dhcp-agent-dnsmasq-lease
  cannot retrieve the cls.QUANTUM_NETWORK_KEY And the
  QUANTUM_RELAY_SOCKET_PATH_KEY because it isn't passed in the cls
  argument.

  Also quantum-dhcp-agent-dnsmasq-lease doesn't check the existence or
  values of the command line arguments and errors out with a simple
  IndexError: list index out of range.

  I'd be happy to submit a pull request if desired.
