  quantum.wsgi.run_server not used

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  The run_server function in quantum.wsgi is not being used anywhere.

  The function and its test script should be removed.

  We can use that of oslo.wsgi when needed in the future.
