Title:
  quantum.wsgi.Middleware should use what's in the wsgi module of oslo

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  Quantum is using its own version of the wsgi module which was c&p'ed
  from Nova which is now placed in oslo.

  We should adapt the wsgi module from oslo before the code diverges
  further more.

  We can start from wsgi.Middleware and directly subclass it from the
  code in oslo.
