  Posting qos_queue fails when queue is marked as trusted

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The following command:

  neutron queue-create test_queue --min=100 --max=10000 --qos_marking
  trusted

  will cause the validation error:

  got an error: No DSCP field needed when QoS workload marked trusted

  However, there is no way that can be ommitted, and even if there was,
  it's clunky and unnecessary.
