Title:
  Server list status filter doesn't work for REBOOT

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  The server list status filter (i.e "nova list --status <value>")  only
  works where the reported state is directly linked to a vm_state value.
  So this works fine for ACTIVE, BUILD, and ERROR, but not for reported
  states such as REBOOT which is derived from vm_state=Active
  task_state=Rebooting
