  dhcp netns is missing 0/0 when enable_metadata_network = True

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  DHCP netns is provided with 0/0 to allow dnsmasq to resolv dns queires
  for external resources. When enable_metadata_network = True netns
  context is not propoagated with default route information.
