  Use existing "portbindingports" table in BigSwitch/Floodlight plugin

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The BigSwitch/Floodlight plugin creates a new table "portlocations" for implementing the portbindings extension. Instead, an existing table introduced by the following DB migration patch can be reused:
  https://github.com/openstack/neutron/blob/master/neutron/db/migration/alembic_migrations/versions/176a85fc7d79_add_portbindings_db.py

  If this works, then the following DB migration patch can be deleted:
  https://github.com/openstack/neutron/blob/master/neutron/db/migration/alembic_migrations/versions/3cabb850f4a5_table_to_track_port_.py
