  NEC Plugin: plugin should ignore duplicated message from the agent

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  When NEC plugin received "port_added" message from NEC agent on a
  compute node, the plugin always updates portinfo (OpenFlow specific
  port information) and creates port on its backend OFC. Once NEC agent
  restarted, it sends "port_added" message including portinfos which are
  already notified, and the plugin deletes and creates existing ports on
  OFC. These unneeded operations make performance worse and could cause
  packet loss on the port while reconfiguring, so we should make NEC
  Plugin ignore duplicated message from the agent.
