the nova doc should be updated accordingly, close it.

Title:
Server api doesn't check image parameter when boot from volume

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
Server api doesn't check image parameter when boot from volume
parameter is given, this is not consistent with the doc

You must specify an image when booting from a volume, even though the
specified image is not used. Otherwise, the Attempt to boot from
volume - no image supplied error is returned.

Also if no image is given, it will trigger another bug
