Looks like you answered your own question. The translations that were
provided to Horizon by the translation team were merged just in the last
few hours. If yours weren't included, that's probably why.

Bug description:
  I'm a translator for Traditional Chinese, I work hard on OpenStack
  Horizon with Transifex these days. I found that Traditional Chinese
  Gettext file are removed from the source tree, I don't know why?

  Why it missed? Will it be include before Havana release?
