    Install Guide: Move database section to main neutron.conf
    
    The [database] section has been moved from the plugin files
    to the main neutron.conf file for Havana. Follow this change
    in all examples.
    
    Also, tag controller with <replaceable> in Neutron chapter.

Bug description:
  The install-guides reports that users should edit the [database]
  section within the plugin files. This was the case in Quantum in
  Grizzly, but in Havana (therefore Neutron), this has been moved into
  /etc/neutron/neutron.conf. This should be fixed in the installation
  manual as well.
