Bug description:
Starting around patch set 8, there is discussion in this patch about
the history/reason why the powervm driver is doing checksum validation
for the image after it's sent/received from the backing hypervisor:

That's a set of stale images left on the backing hypervisor that we
run our havana ppc64 tempest runs against.
We obviously need to implement the manage_image_cache virt driver
method in the powervm driver to clean those up.
This will be a blocker for getting PowerVM CI into the community for
Icehouse.
