Public bug reported:

NEC plugin and Brocade plugin has duplicated "root_helper" config option
in neutron.conf and plugin ini files. It is confusing when configuring
parameters.

Especially "root_helper" in nec.ini is not commented out and this leads
to confusion because even after editing neutron.conf root_helper is
still "sudo".
