Public bug reported:

Currently the neutron l3 agent does not specify a timeout when using
neutronclient. If the server were to disappear (e.g. failover) prior to
the agent receiving a response, the agent would wait indefinitely. It
would, therefore, be useful all admins to specify a timeout for the
neutronclient.
