  Invalid neutron lock_path

Status in ANVIL for forging OpenStack.:
  Fix Released

Bug description:
  For some reason, lock_path option for neutron is set to dir inside
  $HOME/openstack/, so neutron server and agents don't have access to
  it. It breaks at least l3-agent.
