  Allow for disabling init.d inclusion/generation

Status in ANVIL for forging OpenStack.:
  Fix Released

Bug description:
  Add a boolean to configuration that allows for turning off the
  creation and inclusion of the init.d scripts.

  Default this to off would be fine ;)
