  PLUMgrid plugin returns None on allocation pools for subnet

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  The self implemented allocate_pools_for_subnet function is outdated in
  PLUMgrid plugin and therefore returning None
