If horizon run in apache2,because of Configuration
LOGIN_REDIRECT_URL='/horizon'，when create a flavor extra spec,the
redirect url is "http://${ip}/admin/flavors/1/extras/"; not
"http://${ip}/horizon/admin/flavors/1/extras/",then it report not found
error.
