Public bug reported:

When I try to change the 'items per page' setting for accounts in
Dashboard, it doesn't take effect. The items per page limit remains at
the default of 20.

This is using the RDO packages on CentOS 6.5, specifically openstack-
dashboard-2013.2.1-1.el6.noarch

A notification that the change was successful does appear in the right-
hand corner.
