In this case the $.endpoints[0].links.self entry should be a relative
URL. Ether that or the URL should always use the same prefix as the
endpoint from which the request came in on (so basically the same
thing).

Otherwise these URLs are probably incorrect since most production
deployments run keystone behind load balancers and with multiple
disconnected IP networks.
