  Should use a new xml namespace in v3 api

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  The V3 APIs now also use the XMLNS_V11: XMLNS_V11 = 'http://docs.openstack.org/compute/api/v1.1'
  For example :https://github.com/openstack/nova/blob/master/nova/api/openstack/compute/plugins/v3/flavors.py#L45
  I thinks we should add a new for V3.
