[Bug 1274371] [NEW] port allowed_address_pair feature does not work with all libvirtVifDrivers

Public bug reported:

Looks like the feature allowed-address-pairs is not complete. It
addressed neutron side changes but ignored that are required in nova
compute.

It did not work with libvirtHybridOVSBridgeDriver. The packets are
dropped by ebtables as no proper policies are defined to allow the IPs
that are specified in allowed-address-pairs.

This feature worked with libvirtGenericVIFDriver as expected.

** Affects: neutron
     Importance: Undecided
         Status: New
