The test was backported from havana here:

The test fail:  http://paste.openstack.org/show/69434/

There is probably some other fix for the race in havana or icehouse that
changed nova.compute.manager._reclaim_queued_deletes so I'm looking for
that now, maybe something that needs to be backported to stable/grizzly
also.
