The nova.virt.libvirt.rbd_utils module has no unit tests of its own.

It is covered by tests for image backends in
https://review.openstack.org/#/c/59148/  and imagehandlers in
https://review.openstack.org/#/c/59149/, but there is no specific
testcase just for rbd_utils.
