  notification_driver option is never used

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  glance always uses the notifier_strategy option to define the AMQP
  connection parameters, even if it is set to the default value
  ('default') and the notification_driver is defined.
