Title:
  no error is printed to glance.api log when we fail to create image on
  quota

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  I set user_storage_quota = 2 in /etc/glance/glance-api.conf and tried
  to create an image with --copy-from:
