This is actually a problem with the way juju introduces the cloud-tools
pocket for lxc and mongodb; this was resolved in one of the recent
1.17.x releases.

  Installing Grizzly on Ubuntu 12.04 and using the Cloud Archive, when
  accessing the horizon I get an Internal Server Error caused by using
  "from django.utils.translation import force_unicode" in /usr/share
  /openstack-
  dashboard/openstack_dashboard/dashboards/admin/users/forms.py
