  xenapi:agent tries to update before networking is setup

Status in OpenStack Compute (Nova):
  Triaged

Bug description:
  Most of the time, the server might not have network connectivity to
  download the new agent (if not using DHCP) therefore failing the
  update.

  It should attempt to update, should it fail, it should try again after
  the network is configured on the host.
