[Bug 1292293] [NEW] send_arp_for_ha implied default incorrect in config

 

Public bug reported:

After Change-Id I003316bce0f38b7d2ea7d563b5a0a58676834398 was applied to
Havana, the implied default in the l3_agent.ini file (3) does not match
the code (0), which leads to some wrong assumptions when
reading/updating the config file.

These were both 3 in Grizzly, and both are 0 in master. Only Havana
stable is effected.
