Title:
  test_v1_api tests depend on other tests

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  If you attempt to run the
  glance.tests.integration.legacy_functional.test_v1_api tests alone
  they all fail due to a missing configuration value. However when run
  as part of the overall test suite the problem does not occur. So
  another test is setting this option and this test happens to be
  picking up on it.

  Specifically, there is an error looking for the option 'backend' in
  the 'database' group.
