Using the access & security screen, then creating a new keypair....

Users are directed to a success page where the download of the keypair
starts automatically.  However, there is also a download keypair link
which consistently fails.

It seems like maybe either we need to only show that link in the
background download failed (in which case this link works?) or just
remove the link altogether?

Its not entirely clear how this is supposed to work, in a correct
manner.
