[Bug 1301484] [NEW] How to edit HORIZON_CONFIG dictionary according to the docs is not clear

In the horizon docs under the topic 'Customizing Horizon', there is a
section that talks about 'Modifying Existing Dashboards and Panels'. The
portion that talks about how to configure HORIZON_CONFIG dictionary is
not very clear. Here is an excerpt of the existing content:
"To specify the python module containing your modifications, add the key
customization_module to your settings.HORIZON_CONFIG dictionary"
It is not clear which settings file to modify. There is a settings.py
under openstack_dashboard and a local_settings.py under
openstack_dashboard/local.
