[Bug 1303830] [NEW] Cisco VPN device driver support ipsec site conn udpates

Public bug reported:

Provide support in the Cisco VPN device driver for updates to the IPSec
site to site connection configuration. Currently, one must manually
delete and then recreate the connection to change the configuration.

Changeable items include MTU, admin state, PSK, peer address/id, and
peer CIDRs.

Once the Cisco CSR REST API supports admin state change for IPSec site-
to-site connections (tunnel admin up/down), enhance the device driver to
change the admin state of the tunnel, rather than deleting the tunnel
and maintaining state.
