[Bug 1307838] [NEW] Scheduling the router on the Node Even though if there are no interface ports on that router. This happen when l3-agent calls sync routers

Scheduling the router without having any interface ports on that router. this happen because of the sync-router call from l3-agent. autoschedule() will schedule the router if it is not schedule on any agent at that time(even if no interface ports on it).
