[Bug 1308713] [NEW] VPN user change restarts all pluto instances for all users
Public bug reported:
In troubleshooting some VPNaaS issues we've noticed that when any user
makes a change or configures VPNaaS all existing pluto processes get
restarted. Not sure if this is by design or not, but I would expect
that one user could not impact all the configured VPN tunnels.
Very easy to verify.
Create a few VPN tunnels.
Get on the network node and get pluto process timestamps
Make a VPN change
Verify that all pluto processes have restarted
This cause a VPN flap
