Public bug reported:

When creating new project, there will generates a 'default' security group.
However, after deleting the project, the  'default' security group cannot be deleted.
Always met the error msg like 'ERROR: Unable to delete system group 'default' (HTTP 400) (Request-ID: req-2aa9a7d2-2c7d-4abc-a961-e98e06dc2fd5)' when run 'nova secgroup-delete ${group_id}'
