I don't think the Horizon part of the bug is accurate, there is a
setting to remove the password form from the Launch Instance screen (it
is set to False by default in Icehouse). See

Bug description:
There is a configurable "libvirt_inject_password" for libvirt driver inject admin password or not.
But if the value is set as "False", the password will not be inject and the boot work will be succeed without any warning.
Also, in horizon, there isn't any configurable value in config file to
enable/disable the set root password during launch instance.
Without any log and warning in nova-compute/api, and horizon make user
think it work as expected, so I believe it's a bug, to fix it need
work both in horizon and nova.
