[Bug 1322444] [NEW] CloudSigma data source blocks forever if ttyS1 present without CloudSigma service

Public bug reported:

The cloud sigma data source attempts to read from ttyS1 during cloud-
init. If the host has a /dev/ttyS1 present (simply has two serial
devices) which is not connected to a CloudSigma service then cloud-init
hangs forever.

To reproduce with libvirt + a trusty cloudimg, simply boot a vm with a
second serial device defined and no cloud-init datasource.
