Testing technique:
Log in to Horizon and press the tab key repeatedly.  Notice that top level navigation item (like Project, Admin, and Settings) are not reached, nor are 2nd level navigation items, like System Panel or Identity Panel.

How are we going to fix this?
The will likely involve adding a tabstop attribute or relevant html elements like a, button, or similar so that these areas are tabbable.
