Public bug reported:

When launching new instances in IE 10 or older, page is often rendered
with content of all 4 tabs on one continuous page, rather than 4
separate tabs (though clicking those tabs results in scrolling down to
the relevant area of that page.

It is not clear to me whether the issue is html5 compatibility or not,
but a definite possibility.
